Install the Public API extension. Admins create keys under Admin › API keys, each with read and/or submit permission and its own rate limit. Optionally members can create their own keys.
The full reference, with example requests and responses, is published on your site at /developers. Keys are stored hashed, so copy a new key when it is shown — it cannot be displayed again.
